Abstract

A local halal meat supply chain offers benefits like better control, lower transport costs and carbon emissions, support for small businesses, and stronger local economies, while meeting Muslim dietary needs. However, in Indonesia, understanding of such supply chains—especially in nonurban areas—remains limited. This qualitative study explored factors influencing the local halal meat supply chain in Jombang through eight semi-structured interviews with slaughterhouses and meat processors. Five key enablers and barriers were identified: halal certification, skilled personnel, proper processes, adequate facilities, and technology. Maintaining halal and tayyib status requires full compliance with all processes, not just certification. Halal certification connects closely with people, processes, and resources, ensuring meat products meet required standards. Gaps in these areas can weaken local supply chain operations. These findings offer valuable insights for policymakers and industry players to enhance the local halal meat supply chain.
