Abstract

Stickiness represents challenges, difficulties, and trade-offs that enterprises need to go through in providing consumer protection through halal certification. The bureaucratic procedures in halal certification delay consumer protection to be executed timely, with efficient and effectiveness. This study aims to examine the presence of stickiness in providing consumer protection through halal certification. In doing so, the study obtained the views of seven (7) enterprises that went through the halal certification process through personal interview. The feedback from the informants highlights three areas of stickiness, namely the documentation, the compliance procedure, and the attitude of personnel. Nevertheless, the informants agreed that halal certification provides comprehensive and holistic consumer protection from maqasid al-shariah, a minimum standard to protect the welfare and wellbeing of consumers. The informants suggest life long learning and regular training is necessary to reduce the stickiness in consumer protection through the halal certification. The policy makers, regulators and implementers of consumer protection should involve in the process to improve halal certification for comprehensive and holistic consumer protection.
