Abstract
يهدف هذا البحث لدراسة أثر تطبيق عقود B.O.T في تعزيز أداء الأنشطة المرتبطة بإدارة واستثمار الأصول الوقفية التي تديرها الجهات الخيرية الكويتية، فعقود B.O.T واحدة من الابتكارات الحديثة في مجال إدارة الأوقاف واستثمارها، خاصة مع ضرورة إيجاد أساليب حديثة لتمويل واستثمار الأموال الوقفية التي تواجه صعوبات في الحصول على التمويل الكافي لاستثمارها وتطويرها. اتبعت هذه الدراسة المنهج النوعي حيث تم جمع البيانات من خلال المقابلات مع تسعة من الخبراء في المؤسسات الخيرية الكويتية ممن يشغلون مناصب قيادية. توصلت الدراسة إلى نتائج من أهمها; وجود دور إيجابي لعقود B.O.T متوقع في تطوير أداء مؤسسات العمل الخيري الكويتي بتحسين كفاءة المنظومة المالية، وتغيير فلسفة العمل الخيري إلى عمل استثماري، إضافة إلى زيادة كفاءة الموارد البشرية، واكتساب الخبرات العملية، وتثقيف العاملين في مؤسسات العمل الخيري الكويتي، وتطوير استغلال الجهات الخيرية للموارد واستثمار الأصول غير المستغلة، وتفعيل الحوكمة ومبدأ الرقابة والمحاسبة والإفصاح والشفافية ومكافحة التلاعب المالي وفصل الصلاحيات، ويوصي الباحثون باستكشاف فرص تطبيق عقود B.O.T لتحسين إدارة الأصول وتحقيق الأهداف الخيرية ودعم البحث وإنشاء برامج تعليمية لفهم أفضل لتطبيقات هذه العقود.
This research aims to explore the impact of implementing Build-Operate-Transfer (B.O.T) contracts on enhancing the performance of activities related to the management and investment of endowment assets overseen by Kuwaiti charitable organizations. As a modern innovation in endowment management, B.O.T contracts address the need for contemporary methods to finance and invest endowment funds, which often face challenges in securing adequate resources. Using a qualitative approach, the study gathered insights through interviews with nine experts in leadership positions within Kuwaiti charitable institutions. The findings indicate a promising role for B.O.T contracts in improving the efficiency of financial systems and transforming charitable work into more investment-focused activities. Additionally, these contracts are expected to enhance human resource efficiency, provide practical experience, educate personnel in charitable organizations, optimize resource utilization, and invest in previously untapped assets. The study also underscores the importance of activating governance, implementing oversight, accountability, disclosure, and transparency, combating financial manipulation, and ensuring the separation of powers. Researchers recommend pursuing opportunities to apply B.O.T contracts to improve asset management, achieve charitable objectives, support research, and develop educational programs to deepen understanding of these contracts' applications
