Abstract

The present study aims to identify the role of strategic planning in the affairs of the Islamic State in Islamic Civilization through the study and analysis of the research problem of that strategic planning in the affairs of the Islamic State has a great impact on the achievement of Islamic civilization and has chosen the period of Omar ibn al-Khattab (may Allah be pleased with him) to benefit from his strategies in the conquest of Iraq and Egypt, his imposition of the abscess on the blackness of Iraq, the division of states, the organisation of the state strategically and politically, the exploration of his approach- may Allah be pleased with him- and the analysis of his strategy in the senior companions forbade marriage with the Scriptures, the statement of the parameters of administrative development that included the development of the judiciary, the dawaween, justice, and the shura, its role in the administration of the provinces, the statement of the conditions it followed in appointing governors and workers, and the statement of the utilization of the model of Islamic civilisation in the time of Omar ibn al-Khattab in contemporary reality.
