Abstract

ملخص البحث: تناولت هذه الدراسة مؤسستين من مؤسسات الزكاة الموجودة في دول الخليج العربي، هما مؤسسة صندوق الزكاة في الإمارات العربية المتحدة ومؤسسة بيت الزكاة الكويت، وقد عنيت هذه الدراسة بكيفية عمل هاتين المؤسستين في جمع الزكاة وصرفها والصعوبات التي تواجهها في سبيل تحقيق أهدافها، وركزت الدراسة على عمل مؤسسة صندوق الزكاة في الإمارات العربية المتحدة، ومقارنتها بمؤسسة بيت الزكاة في الكويت لمعرفة نقاط القوة ونقاط الضعف في كل مؤسسة ولأجل تقديم توصيات لتطوير مؤسسة صندوق الزكاة. وقد خلصت الدراسة إلى العديد من النتائج الهامة، منها: انخفاض واردات الصندوق السنوية من أموال الزكاة (متوسط 155 مليون درهم) مقارنة بأموال الزكاة المستحقة في دولة الإمارات (6 مليار درهم) حيث لا تتجاوز نسبة ما يصل لصندوق الزكاة 2.6 % من أموال الزكاة المستحقة، ويعود ذلك – وفق الدراسة- لعدة أسباب منها: أن قانون جمع الزكاة طوعي، وجود الكثير من المؤسسات الخرية في دولة الإمارات العربية المتحدة التي تستقبل أموال الزكاة. كما أوضحت الدراسة أن إجبارية دفع الزكاة في القانون الكويتي ساهم بارتفاع واردات بيت الزكاة من أموال الزكاة، كما أن نشاط مؤسسة صندوق الزكاة في الإمارات أقتصر على جمع وصرف أموال الزكاة داخل الدولة ولم يتعدّاه إلى المشاريع الخيرية الأخرى مثل بناء المساجد وحفر الآبار وكفالة الأيتام، وهذه من الاختلافات الكبيرة بينها وبين مؤسسة بيت الزكاة التي تمارس جميع المشاريع الخيرية داخل الكويت وخارجها. وقد استخدمت كلا المؤسستين الوسائل التقليدية والوسائل الإلكترونية الحديثة لاستقبال أموال الزكاة مما سهل عملية إخراج الزكاة على المزكين، وقد أظهرت الدراسة الميدانية التي أخرجت على مؤسسة صندوق الزكاة أن معظم المشاركين يدفعون زكاة أموالهم مباشرة للمستحقين، وأن زيادة الثقة والمعرفة بكيفية توزيع الأموال لدى مؤسسة صندوق الزكاة سيدفعهم إلى إخراج زكاة مالهم من خلال مؤسسة صندوق الزكاة. ABSTRACT This study was examined by two of the Zakat institutions in the Arab Gulf countries, namely the Zakat Fund Foundation in the United Arab Emirates and the Zakat House Foundation Kuwait. This study examined how these institutions work in collecting and distributing Zakat and the difficulties they face in achieving their goals, and the researcher focused on these The study on the work of the Zakat Fund Foundation in the United Arab Emirates, and benefited from the study of the Zakat House Foundation in Kuwait in order to make comparisons between the two institutions to know the strengths and weaknesses of each institution and in order to provide recommendations for the development of the Zakat Fund Foundation. The study concluded many important results, including: the decrease in the annual fund imports of Zakat funds (an average of 155 million dirhams) compared to the Zakat funds due in the UAE (6 billion dirhams), where the percentage of what reaches the Zakat Fund does not exceed 2.6% of the Zakat funds due And this is due, as we found, to several reasons, including: The Zakat collection law is voluntary and also the presence of many charitable institutions in the United Arab Emirates that receive Zakat funds. The study also showed that the compulsory payment of Zakat in Kuwaiti law contributed to the increase in the Zakat House's imports of Zakat funds, and the Zakat Fund's activity in the Emirates was limited for collecting and spending Zakat funds inside the state and did not exceed it to other charitable projects such as building mosques, digging wells and sponsoring orphans, and this is from The big differences between them and the Zakat House Foundation, which performs all charitable projects inside and outside Kuwait. Both institutions have used traditional and modern electronic means to receive zakat funds, which has facilitated the process of paying zakat to zakat. The field study that was issued to the Zakat Fund Foundation has shown that most of the participants pay zakat directly to those who are due, and that increased confidence and knowledge of how to distribute the funds with the Zakat Fund It will push them to pay their Zakat through the Zakat Fund Foundation
