ئن خماًت خو الحغٍت في الخػبحر غً ألاقٍاعال حؿخهُم ئال صازل هظام ؾُاس ي صًمهغاؾي ًٍىن مػُاعه الحهُهت والدؿامذ والخضاوُ الؿلمي للؿلؿت بما ًدهو الٌغامت ؤلاوؿاهُت، وهبظ الػىل مً ًاقت ألاؾغاف. مؼ وغؼ اإلادضصاث التي ًٍىن مً شأنها اإلاداقظت غلى وخضة اإلاجخمؼ بٍاقت مٍىهاجه الؿُاؾُت والاحخماغُت والضًيُت. ونض حػانبذ غلى لُبُا أهظمت خٌم ازخلكذ في أًضًىلىحُتها مً اإلالٍي ئلى الجمهىعي ئلى هظام لم جدضص مػاإلاه ئلى جاعٍسه، ئال أهه ٌؿعى لبىاء صولت مضهُت ًٍىن مػُاعها الخضاوُ الؿلمي للؿلؿت. مغ خو خغٍت الغأي والخػبحربمدضصاث صؾخىعٍت وناهىهُت قغغتها جلَ ألاهظمت، ًاهذ زالُ قترة الحٌم اإلالٍي جسضم مطلحت الىؾً واإلاىاؾً، وفي قترة خٌم الهظافي ًاهذ جلَ اإلادضصاث جسضم هظامه الؿُاس ي. مما ًان له غظُم ألازغ في جظبظب صعحت زهاقت اإلاىاؾً اللُبي الؿُاؾُت زالُ قترة الخدىُ الضًمهغاؾي بػض ؾىت 2011م، وطلَ بػضم مهضعجه غلى مىايبت اإلاؿحرة، والخػثرالىاضح في ئًطاُ ألاقٍاعوالخػبحر غنها، وٍخطح طلَ مً ألاخضار الجاعٍت آلان غلى الؿاخت اللُبُت. **************************************************************************** The protection of freedom of thought and speech can only be guaranteed inside a democratic system respecting human dignity and the peaceful power rotation, combined with restrictions to reject all forms of violence, defending the integrity of the political, social and religious fabric of the society. The Libyan government ideology has changed from a constitutional monarchyto a republic and finally to an undefined system aiming to build a civil state with a peacefulrotation of power. The Libyan freedom of speech has undergone many constitutional and legal limitations under the different Libyan states. During the king’s rule, they served the national and citizen’sinterests while under Gaddafi they served the political system’s interest. The Gaddafi’s limitations had a great impact on the Libyan citizen’s political culture. After the 2011 democratic reforms they were not able to explain ideas or engage in the political process resulting in Libya’s current instability.
