Abstract
Myanmar’s persecution of Muslims reveals how narratives of fear and exclusion can gradually become embedded in national identity, public institutions, and state policy, creating conditions in which genocide becomes possible. Tracing the historical progression from colonial-era prejudice to discriminatory citizenship laws, Buddhist nationalism, and the 2017 Rohingya genocide, this article examines how hatred becomes institutionalised and ultimately threatens society as a whole. It argues that atrocity prevention must begin long before violence erupts, through confronting exclusionary narratives, strengthening accountability, and restoring a shared commitment to human dignity, coexistence, and equal protection.
