Abstract
Malaysia’s halal sector has reached a critical stageof development, moving beyond traditional certification approaches towards integrated supply chain connectivity. Guided by the Halal Industry Master Plan 2030 and the New Industrial Master Plan 2030 (NIMP 2030), the industry is shifting from a narrow focus on regulatory compliance to ensuring seamless coordination across the halal value chain. In this context, halal assurance is no longer confined to compliance at individual stages of production and distribution but depends on the synchronisation of sourcing, logistics, and information flows to safeguard halal integrity from farm to fork. This transformation is driven by the Halal 2.0 paradigm, which promotes a holistic framework built upon three interconnected dimensions. The first, structural connectivity, provides the physical foundation of the halal ecosystem through dedicated halal assets, specialised logistics hubs, and certified warehousing facilities that reduce contamination risks. The second, digital-information connectivity, enhances transparency through real-time traceability systems, Internet of Things (IoT)-enabled monitoring technologies, and interoperable data-sharing mechanisms. The third, governance-relational connectivity, represents the social architecture of the ecosystem, emphasising trust-based collaboration, shared standards, and coordinated problem-solving among stakeholders. By integrating these dimensions, Malaysia is transforming halal regulatory requirements into a strategic competitive advantage. The proposed framework positions halal integrity not only as a religious obligation but also as a driver of operational resilience and Environmental, Social and Governance (ESG) performance. In an era of increasing global supply chain uncertainty, enhanced connectivity enables greater transparency, rapid exception management, and continuous audit readiness. Ultimately, this integrated ecosystem strengthens Malaysia’s position as a global halal leader by fostering supply chains that are compliant, digitally traceable, environmentally sustainable, and internationally competitive.
