Abstract

Urban mobility in Kuala Lumpur continues to face persistent challenges, particularly due to peak-hour congestion and inefficient traffic flow across the Klang Valley. This paper critically assesses the ‘Bangun KL’ initiative, a demand-side management strategy that encourages commuters to begin their journeys earlier in order to redistribute traffic volume and alleviate peak-hour pressure. Grounded in the principles of temporal decoupling and peak-load distribution, the initiative offers an alternative to conventional supply-side solutions such as infrastructure expansion, which are often undermined by induced demand. The analysis highlights the potential of ‘Bangun KL’ to enhance individual commuter well-being, reduce travel stress, and improve overall urban liveability by flattening congestion curves. However, its effectiveness is contingent upon complementary measures, including the implementation of flexible work arrangements, early-morning economic incentives, and strong integration with public transport systems and transit-oriented development. The paper also emphasises the role of work-from-home practices in reducing travel demand. While behavioural adaptation remains a key challenge, the initiative demonstrates a pragmatic and human-centric approach to optimising existing urban systems. Ultimately, ‘Bangun KL’ represents a promising, low-cost intervention that prioritises time efficiency and sustainable mobility within the evolving urban landscape of Kuala Lumpur.
