Abstract
Build-Operate-Transfer (BOT) is a procurement strategy that has been adopted by Majlis Agama Islam Wilayah Persekutuan (MAIWP) and Majlis Agama Islam Negeri Pulau Pinang (MAINPP) for the development of commercial projects on its waqf land, namely Bank Islam Tower and UMNO Tower respectively. In Malaysia, there are vast areas of undeveloped and under-utilized waqf land due to insufficient funds from the State Islamic Religious Council (SIRC). Yet, this land can be used for the development of affordable housing, with financial support from private companies through the BOT procurement strategy. This paper aims to propose the key players in the BOT procurement strategy for the development of affordable housing on waqf land. Interviews were conducted with experts in the Shariah, Islamic Finance, Built Environment, and construction industry. The outcome of this study was the list of key players in the BOT procurement strategy for the development of affordable housing on waqf land. The outcome can be used by SIRC and policymakers as a reference for alternative procurement strategy particularly in identifying the key players involved in the BOT procurement strategy and utilized the underdeveloped waqf land for the development of affordable housing.
