Abstract

إن مشكلة الاقتصاد سواء أكانت أسرية، أو محلية، أو دولية، هي عبارة عن تعدد حاجات الإنسان ورغباته، ومحدودية وسائل إشباع هذه الحاجات وقلَّتها، وبدأت هذه المشكلة مع بداية الإنسان على الكرة الأرضية بعد خروج آدم وزوجته من الجنة. واتبع في البحث المنهج الاستقرائي، والمنهج التحليلي. ومن أهم النتائج التي توصل إليها البحث: أن من أسباب المشكلة الاقتصادية: أنها حقيقة ثابتة وسنة من سنن الله الكونية القدرية، وأن البعض مسخَّرٌ للبعض، وأن انحراف المجتمعات سببٌ في تحقق النقص في الإنتاج، وأن المال قوام الحياة، وأن المال مال الله. ويجوز للدولة لمعالجة المشكلة الاقتصادية أن تتدخل في حالة النقص في السلع التي يحتاج إليها الناس، وفي استغلال واستكشاف الموارد الطبيعية وتنميتها بالبحث والتنقيب عن خبايا الأرض وتشجيع أفراد المجتمع على البناء الرأسمالي للمجتمع، والتوجيه بضرورة الإبقاء على رأس المال والمحافظة عليه، وعدم توجيه قيمته إلى الإنفاق الاستهلاكي، ودراسة الظروف البيئية لمعرفة مدى الاستفادة من المعطيات المتاحة من الموارد الطبيعية، والاهتمام بتنمية الثروة الحيوانية والزراعية وفقاً للظروف الخاصة بالبيئة، ورعاية أصحاب الثروات القليلة وحمايتهم، والحيلولة دون وصولهم إلى الالتجاء إلى الدولة لإعالتهم بتوفير الظروف والتشريعات التنظيمية التي تساعدهم على استغنائهم عن الدولة، والتوجيه بالتنمية الحضرية والاستقرار من خلال تشجيع الاستيطان بمنح الأرض للبناء، وتوجيه الناس إلى استغلال الأرض من خلال تمليكها لمن يرغب، والحث على استغلالها بغرسها واستثمارها وإضفاء الحرمة لمن استثمرها كما أشار إلى ذلك حديث «من أحيا أرضًا ميتة فهي له، وليس لعرق ظالم حق». / The problem of the economy, whether it is family, local, or international, is a multiplicity of human needs and desires, and the limited and scarce means of satisfying these needs. This problem began with the beginning of man on the earth after the exodus of Adam and his wife from Paradise. The research followed the inductive method and the analytical method. Among the most important findings of the research: that one of the causes of the economic problem is: that it is an established fact and a Sunnah of God’s cosmic, fatalistic laws, that some are subjugated to others, that the deviation of societies is a cause of achieving a lack of production, that money is the basis of life, and that money is God’s money. The state may, in order to address the economic problem, intervene in the event of a shortage of commodities that people need, and in the exploitation and exploration of natural resources and their development by searching and excavating the secrets of the earth, encouraging members of society to build the capitalist society, directing the necessity of preserving and preserving capital, and not directing its value to spending. consumption, studying the environmental conditions in order to find out the extent of benefiting from the available data from the natural resources, paying attention to the development of livestock and agricultural wealth in accordance with the special conditions of the environment, caring for and protecting those with little wealth, and preventing them from reaching the state to provide for their sustenance by providing the regulatory conditions and legislation that help them to dispense with the state. And directing urban development and stability by encouraging settlement by granting land for construction, and directing people to exploit the land by giving it ownership to whoever wants it, and urging its exploitation by planting and investing it and giving sanctity to those who invested it, as indicated by the hadith “Whoever revives dead land, it is his, and an unjust race has no right”.
