Noor Fatihah Binti Mohamad Fandi was born in Tumpat, Kelantan on 3 August 1988. She received her primary education at SK Morak, Tumpat, Kelantan. Meanwhile, in her secondary school, she was a student at SMK Wakaf Bharu, Kelantan from Form 1 to 2, and her Form 3 was at SMK Titiwangsa, Kuala Lipis, Pahang. She returns to SMK Wakaf Bharu from Form 4 until Form 5. She continued her studies at Changlung College of Matriculation, Kedah. She then graduated from Universiti Sains Malaysia (USM) with a BSc degree in Environmental and Occupational Health in 2012. She has worked at Dutch Lady Milk Industries (Malaysia) Sdn Bhd as a Security, Safety, Health & Environment Executive before continuing her studies in Msc of Science with Major in Safety, Health and Environment at University Teknologi Malays

In 2015, Fatihah enrolled as a PhD candidate in the Faculty of Medicine and Health Sciences, Universiti Putra Malaysia in the field of Occupational Safety and Health. Her PhD project was supported by the Fundamental Research Grant Scheme (FRGS) 2016-2019 funded by the Malaysia Ministry of Education. During her PhD journey, she participated in a number of conferences, such as the International Conference on Environmental Health and Occupational Health (ICEOH) 2015, Malaysia Industrial Hygiene Association (MIHA) International Conference & Exhibition 2016, Malaysia Air Quality Annual Seminar (MAQAS) 2017, Seminar on Radiation and Health Enhancing Public Knowledge and Awareness, International Conference on Atmospheric Composition and Climate Change in Asia (ICACCCA 2018), National Environmental Health Action Plan (NEHAP) 2018, and Better Air Quality (BAQ) Conference 2018. She is also one of the members of the Clean Air Forum Society of Malaysia. Fatihah was also one of the finalist representatives of Faculty Medicine and Health Sciences for 3-Minutes Thesis competition at the level of School Graduate Studies (SGS), UPM. Fatihah had successfully defended her PhD thesis project in January 2020.
