Abstract

The Declaration of Alma-Ata in 1978 was the first international declaration supporting primary healthcare as the most important approach in achieving the World Health Organisation (WHO) goal of “Health for All”. The Primary Healthcare (PHC) approach adopted the values of equity, people-centeredness, society participation and autonomy, which was considered radical thirty years ago. However, these values have become extensively shared and well accepted by many of the world’s organisations. Nowadays, there are reforms in PHC because of rising social expectations. This reform aims are to conduit society’s funds more equity to all populations; towards health services that take people’s needs as the most important thing; and towards health services that take people’s needs as the most important thing; and towards secure community health public policies (WHO,2006). PHC in UK is at the centre of the service as it is given 80% of the National Health Services (NHS) budget although these funds are then invested in primary, secondary and tertiary care (Department of Health, 2008). Under the NHS dental contract introduced in April 2006, Primary Care Trust (PCTs) are responsible for assessing the oral health needs of the population and to commission appropriate dental services for that need. The NHS is providing more specialist care to home and such services are undergoing and need further evaluation.
