Abstract

This study aimed to propose a conceptual framework on an effective model for establishing a zakat institution to work efficient and effective zakat collection and distribution in Somalia to achieve social welfare and well-being of asnaf. However, due to the absence of zakat institutions to collect zakat efficiently and distribute in an effective way, the social welfare and well-being of zakat recipients are not visible among society. This study adopted an exploratory method in developing a conceptual framework by using the literature and content analysis technique. The result of this study stressed that the effective components model for establishing a zakat institution in Somalia consists of seven elements such as Administrative affairs, Disclosure practices, Good governance, Budgeting, Technology usage, the law, and Islamic ruling (Fatwa). Thus, the outcomes of the study might help the authority for establishing a zakat institution to enhance social welfare among the society in Somalia.
