Abstract

The provision of adequate and affordable housing is both complex and a thorny issue. Successful procurement of housing projects require that the most appropriate strategy is designed and implemented in effort to ensure Clients' needs are met within the parameters of time, costs and quality. In many past housing projects, Clients' needs were often compromised and in some cases, the housing projects were abandoned. Consequently, it is the house-owners/occupiers that have to endure the ensuing problems. However, little is known about housing projects built and funded by the wakaf and zakat authorities. However, it is contended that similar problems are present and that the problems may be exacerbated by the special characteristics of the wakaf and zakat housing itself i.e. in meeting the requirements of the Shariah. Such scenario would not auger well if the wakaf and zakat authorities are considering to address the housing needs of the ummah in a big way. The present study endeavours to unveil problems in the procurement of wakaf and zakat housing and to develop and propose appropriate solutions thereof, the aim being to empower the wakaf and zakat authorities in the provision of housing for those qualified beneficiaries. The study uses the triangulation research approach. It involves intensive literature review, questionnaire surveys and focus group discussions (FGDs). The expected outcome from the study is a tested and validated framework on wakaf and zakat housing project delivery system. The significance of the framework could be viewed from two key perspectives: empowering the wakaf and zakat authorities in the provision of housing for qualified beneficiaries in a big way; and helping the country in terms of mitigating the problem of meeting the demand for appropriate housing for its citizens.
