Abstract

The study examines the issues of administrative corruption and the reasons for its emergence, and its effect in Libya. Despite the existence of such corruption, the Libyan people are fighting against it to ensure that all forms of corruption are eliminated. The study identifies several factors that led to the emergence of administrative corruption in Libya; one of the main factors is the political condition of the country. The rule of dictatorship and undemocratic practices have contributed significantly to the spreading of this phenomenon. In addition, the lack of independence of the judiciary in dealing with administrative corruption cases has also caused the increase in corruption. Apart from that, the social reasons, such as extreme loyalty towards leaders and coalition among groups members also gave rise to corruption.
