Abstract

Tatakelola kerajaan yang baik atau ‘good governance’ merupakan satu konsep yang amat popular dewasa ini. Malangnya, konsep ini masih kabur di kebanyakan negara-negara Islam. Keadaan realiti tatakelola yang lemah di kebanyakan negara Islam menggambarkan bahawa konsep tatakelola yang baik masih menjadi satu isu yang memerlukan kajian yang mendalam. Kajian ini akan cuba menghuraikan konsep tatakelola yang baik menurut perspektif Islam dengan menjadikan pandangan Rashid Al-Gannouchi sebagai asas. Kajian ini akan cuba melihat sudut pandangan Rashid Al-Ghannouchi sebagai ideology dan pemikir gerakan Islam, mengenai isu tatakelola yang baik. Selain daripada itu kajian ini juga turut mengkaji aplikasi tatakelola yang baik sebagaimana yang dipelopori oleh beliau di dalam gerakan Ennahdah. Kajian berbentuk kualitatif ini mengkaji pemikiran Al-Ghannouchi melalui analisa wacana kritikal yang dilakukan ke atas penulisan beliau di dalam buku-buku dan artikel-artikel. Kajian lapangan yang melibatkan sesi wawancara dan temubual juga turut dilakukan. Kajian ini mendapati bahawa konsep dan hakikat tatakelola kerajaan yang baik sepertimana yang telah diutarakan oleh badan-badan antarabangsa mempunyai banyak persamaan dengan beberapa konsep yangdibawa oleh Islam. Good Governance has become a fad du jour concept in the discourse of development in recent time. Unfortunately, the practice of Good Governance concept is not viable in most Muslim countries. Poor practice of governance in many Muslim countries implies the importance of the topic ‘Good Governance’ to be further explored. This article will focus its study on Islamic point of view towards Good Governance based on Rashid Ghannouchi’s perspective on governance. It will analytically looks into Rashid al-Ghannouchi’s point of views, due to his position as ideologue and thinker of modern Islamic movement and the application of his views on his Ennahda movement in Tunisia. Studies on al-Ghannouchi’s thoughts in this article will be done through a critical discourse analysis of his books and articles. Field study such as interviews were also conducted. This study found that the concept and practice of good governance as proposed by the international institutions share a lot of similarities with some Islamic concepts.
