Abstract

يتناول هذا البحث أوضاع الأقلية المسلمة في اليونان، وبالأخص في منطقة تراقيا الغربية، التي بقيت خارج نطاق اتفاقية التبادل السكاني بين تركيا واليونان عقب سقوط الدولة العثمانية. ويهدف البحث إلى بيان التحديات التي تواجه الأقلية المسلمة في ظل المتغيرات السياسية والاجتماعية، وتحليل واقعهم الراهن وموقعهم ضمن البنية القانونية والتعليمية في الدولة اليونانية. وتكمن مشكلة البحث في التساؤل عن أبرز المشكلات التي تواجه هذه الأقلية، ومدى تأثيرها على هويتهم الدينية والثقافية. وقد اعتمد البحث على المنهج الاستقرائي في جمع الم عطيات التاريخية والواقعية، والمنهج التحليلي في تفسيرها واستخلاص الدلالات منها. وقد توصل البحث إلى نتيجتين رئيستين: أولاهما أن الأقلية المسلمة تعاني من تقييدات قانونية وتعليمية، خاصة في ما يتعلق بحرية اختيار الأئمة والمعلّمين وفرض التكوين في مؤسسات حكومية م ددة؛ وثانيتهما أن وضع هذه الأقلية ما يزال يفتقر إلى الوضوح القانوني في بعض المجالات، مما يضعف من قدرتها على التمثيل والدفاع عن خصوصيتها. ويوصي البحث بضرورة إعادة النظر في السياسات التعليمية والقانونية المتعلقة بالأقليات، وضمان احترام حقوق الأقلية المسلمة وخصوصيتها ضمن إطار المواطنة؛ وتكمن أهمية هذا البحث في إسهامه بتوسيع دائرة الوعي الأكاديمي والحقوقي تجاه أوضاع الأقليات المسلمة في أوروبا، وفتح آفاق للمقارنة والبحث المستقبلي في قضايا الاندماج والتعددية الثقافية This study explores the condition of the Muslim minority in Greece, with particular focus on the region of Western Thrace, which remained outside the scope of the population exchange agreement between Turkey and Greece following the collapse of the Ottoman Empire. The primary aim of this research is to identify the key challenges confronting this minority amid ongoing political and social transformations, and to analyze their current status within Greece’s legal and educational frameworks. The central research problem revolves around the question: What are the most pressing issues facing the Muslim minority in Greece, and how do these challenges impact their religious and cultural identity? The study employs an inductive methodology to collect historical and empirical data, alongside an analytical approach to interpret the findings and extract relevant implications. The research yields two principal findings: first, that the Muslim minority is subjected to legal and educational restrictions, particularly concerning the freedom to appoint imams and teachers, who are often compelled to undergo training in specific government-affiliated institutions; second, that the legal status of this minority remains ambiguous in certain domains, undermining their capacity for representation and the protection of their cultural distinctiveness. Accordingly, the study recommends a comprehensive reassessment of educational and legal policies concerning minorities, in order to ensure the recognition and safeguarding of the rights and religious identity of the Muslim minority within a framework of equal citizenship. The significance of this study lies in its contribution to the academic and legal discourse on Muslim minorities in Europe and its potential to inform comparative and future research on integration and cultural pluralism.
