Abstract
The Programme Standards: Medical and Health Sciences (2025) serves as a guide to the Higher Education Providers (HEPs) in designing and offering academic programmes pertaining to the field of medical and health sciences in Malaysia at tertiary levels. The programme standards (PS) also takes into consideration the need to provide flexibility for HEPs to exercise innovation in offering academic programmes to meet the current and future needs in medical and health science education and training based on different modes of study*. Section A of this PS describes the general standards that provide supplemental requirements that build upon the foundation of the Code of Practice for Programme Accreditation (COPPA) for medical and health science programmes. In addition, discipline-specific requirements for the respective disciplines at Diploma (Level 4), Bachelor’s Degree (Level 6), Master’s Degree by coursework, mixed-mode and research (Level 7), and Doctoral Degree by coursework, mixed-mode and research (Level 8) are further described in Section B, Section C, Section D and Section E, of this PS, respectively. To ensure continuity, this PS has rearranged, revised and updated the information from the programme standards of the previous versions and incorporated the new requirements and recent changes, including but are not limited to the Malaysian Qualifications Framework (MQF) (2024), the Malaysian Higher Education Blueprint (MHEB), education policies, professional body accreditation requirements, guidelines to good practices (GGPs) and technological advancements including artificial intelligence (AI). The PS further describes the supplemental and discipline-specific requirements in addition to the standards in COPPA 2nd Edition that an academic programme seeking accreditation must comply with, in the areas of: i. Programme development and delivery ii. Assessment of student learning iii. Student selection and support services iv. Academic staff v. Educational resources vi. Programme management vii. Programme monitoring, review and continual quality improvement This PS provides only the minimum requirements on the development and conduct of different MQA levels of academic programmes in twenty (20) disciplines of medical and health sciences at the time of writing. The PS acknowledges that new programmes with different modes of delivery in medical and health sciences are emerging, driven by the advancement in sciences and technologies, therefore, HEPs could use the PS as a guide for the development and delivery of any new or revised health science programme. The PS must be read together with other quality assurance documents and policies issued by MQA, professional bodies and other related agencies, which include but are not limited to: i. The Malaysian Qualifications Framework (MQF) 2024 ii. The Code of Practice for Institutional Audit (COPIA) iii. The Code of Practice for Programme Accreditation (COPPA) 2nd Edition iv. Relevant Guidelines to Good Practices (GGP) v. Relevant Acts and Standards vi. Relevant Guidelines by Malaysian Allied Health Professions Council (MAHPC) The standards for the following programmes have been developed for the medical and health sciences in the programme standards established in 2010 and some disciplines were further revised in 2016. They were revised in this document as follows: i. Audiology ii. Biochemistry iii. Biomedical Science iv. Dietetics v. Environmental Health vi. Forensic Science vii. Genetics viii. Health Promotion ix. Medical Imaging x. Medical Laboratory Technology xi. Microbiology xii. Nutrition xiii. Occupational Therapy xiv. Physiotherapy xv. Radiation Therapy xvi. Speech-language Therapy The programme standard for the discipline of Clinical Psychology, previously established in Programme Standards: Psychology (2023), was revised and harmonised in this document. New programme standards were developed for the following disciplines: i. Dental Technology ii. Medical Physics iii. Public Health Entomology
